Lower Elkhorn NRD orders cease and desist on well use, raises director pay

The Lower Elkhorn NRD board voted to have staff issue a cease and desist order for illegal use of a livestock well for irrigation and scheduled a penalty hearing for November 24, 2026. Directors also raised the annual cap on director expense reimbursements to $4,000 and set a $70 per meeting per diem and a $30 hourly rate, all effective January 1, 2027. The board approved monthly income and expenses and a mural on the Maskenthine Bike Trail storage container.
